Thanks for your comments. SCA 5 passed the Senate 27-9 on January 30, 2014. I voted “aye.” There has been a significant drop in the percentage of enrolled minority students at both University of California and California State University campuses. The proportion of underrepresented students eligible for U.C. and C.S.U. has not kept pace with the proportion of the high school graduating class that they now represent. SCA 5, if approved by voters statewide, would delete outdated barriers in the state Constitution to helping these students enroll in higher education.

Qian Zhang The solution for the drop can not be achieved by lowering college admission bar. Instead improvement of the elementary/middle/high school education is much better.
