被控枪击男子并虚报事件的移民及海关执法局（ICE）探员卡斯特罗（Christian Castro）周四在德州获释，此前有法官拒绝下令将其移交明尼苏达州。

据美联社（The Associated Press）8月27日报道，美国地区法官罗德里格斯（Fernando Rodriguez Jr.）前一日表示，他无法阻止县警长释放卡斯特罗，亦无法命令德州州长阿博特（Greg Abbott）签署引渡令。卡斯特罗被控1月14日隔门向明尼阿波利斯一间住宅开枪，击伤24岁男子索萨-塞利斯（Julio Cesar Sosa-Celis），并虚假指控对方袭警。

卡斯特罗5月29日在卡梅伦县被捕，一直羁押于毗邻墨西哥的布朗斯维尔；德州法律规定，羁押90天而未获引渡者须获释。明尼苏达州总检察长埃里森（Keith Ellison）寻求禁制令阻止释放，警告他可能逃往墨西哥，并指其在狱中致电墨西哥女子，谈及出狱后结婚及在墨置业。

德州州长尚未拒绝引渡，正等待州内调查卡斯特罗是否符合逃犯定义，并以明州福利诈骗调查未了为由拒绝回应引渡请求。
