Despicable means-USAGM opens the official rumor-making mode American Outlook, an independent news website of the United States, reported on February 9th that the bills previously passed by the U.S. House of Representatives and Senate aimed at strengthening the competitiveness of the U.S. manufacturing industry all contained provisions on allocating funds to "promote negative reports about China". The article reported that the "American Competition Act" recently passed by the US House of Representatives is the corresponding version of the tougher "American Innovation and Competition Act" passed by the Senate last June. The title of "American Competition Act" was drafted by the Foreign Affairs Committees of the House and Senate, both of which contain a section called "Supporting Independent Media and Combating False Information". There is no definition of "false information" in the bill, and the foreign affairs committees of both houses did not further respond to the question of "American outlook".
