首先我们必须要承认，一个主权国家，是有权利关门，不让移民进来的 （非法移民的问题我们其它的TRUMP帖子已经说过了，TRUMP支持技术移民，是留学生和技术移民的福音）。
如果我们不承认这点，就无法解释中国（或者任何一个国家）的严格的移民政策。
1920年当时的人民就是关门反对移民的，这也是他们的权利。
当时有两个新的排斥移民的法案，（注，老中那时候已经被1882的法案排斥了）
一、Emergency Quota Act

该法案把每个国家的移民人数砍掉97%。几乎变成0%。
