The
Ten Commandments of Dulles, also known as the Ten Commandments, are Western
codes of conduct aimed at the peaceful evolution of communist countries,
including the following: 1. Try to use materials to seduce and corrupt their
youth, encourage them to despise, despise, and further openly oppose the
ideological education they were originally educated, especially communist
dogma. Create for them interest in pornography and opportunities, which in turn
encourages them to engage in sexual promiscuity. Let them not be ashamed of
their superficiality and vanity. We must destroy the hard-working spirit they

publicity, including movies, books, television, radio waves... and new forms of

traditions. Keep their minds focused on: sports performances, pornographic
books, pleasures, games, crime movies, and religious superstitions. 4. Create
from time to time something windless and uneventful, and let their people
discuss it openly. It is as if the factor of division is planted in their
subconscious. In particular, it is necessary to find good opportunities among
their minorities to divide their regions, their nationalities, their feelings,
and to create new hatreds and old hatreds between them. 5. We must constantly
create "news" to vilify their leaders. Our journalists should find
opportunities to interview them and then organize their own words to attack
themselves. In some international gathering places, pay special attention when
taking photos, this is the best time to demonize them. We must look through
every possible way for their people to inadvertently discover that their
leadership is ugly, strange, despicable and filthy. 6. In all cases, we are to
preach "democracy". As soon as there is an opportunity, whether large
or small, tangible or intangible, it is necessary to seize the opportunity to
launch a "democracy movement." No matter what the occasion or the
circumstances, we must constantly demand democracy and human rights from them .
As long as each of us keeps saying the same thing, their people will surely
believe that we are telling the truth. We seize a person is a person, we occupy
a territory is a territory, we must do whatever it takes. Our business
institutions and personnel must not have the last resort to occupying the
commercial market. For the commercial market will be lost in the blink of an
eye, if we do not occupy the political market. 7. We want to try to encourage
them (the government) to spend, to encourage their credit, to devalue their
currency, to inflate. As long as they lose control of prices, they will all
fall in the minds of the people. 8. We must strike their industry, tangiblely
and invisibly, with our economic and technological superiority, and as long as
their industry is unconsciously paralyzed, we can encourage social unrest. But
we have to be very charitable on the surface to help and assist them so that
they [the government] will appear weak. A weak government will bring greater
and stronger turmoil. 9 .We need to use all our resources, even with a show of
hands and a smile, enough to break their traditional values. We will use
everything to destroy their moral hearts. The key to destroying their
self-esteem and self-confidence is to try to hit their hard-working spirit as
much as possible. 10. Secretly transport all kinds of weapons, equip them with
all their enemies, and people who may become their enemies.
